The Residential and counselling centre Planina Project has been financed by the Ministry of Education, Science and Sport and the European Union, the European Social Fund, under the Operational Program for the implementation of European cohesion policy for the period 2014-2020, Priority Axis 9: "Social inclusion and poverty reduction"; investment priorities 9.2: "Enhancing access to affordable, sustainable and high-quality services, including health care and social services of general interest", and the specific objective of the project is "A pilot-tested approach to better integration of long-term care services".

In line with the Operational Program for the Implementation of the European Cohesion Policy for the period 2014-2020, it is a measure within the project that envisages the development of community programmes and services along with the deinstitutionalization for individual target groups of institutional care users with mental health issues and mental development problems who are capable of partial autonomy, including the development of alternative and innovative forms of living for all age groups of users.

The project activities are thus focused on the deinstitutionalization of educational institutions which are institutions established by the state for the education of children and adolescents with special needs - for children with emotional and behavioural disorders. These children are placed in educational institutions based on the decision by social work centres in accordance with the law governing family relations, or based on the court order.

In Slovenia, the project involves the implementation of innovative services and programmes for children and adolescents who have been placed in our institution. We are testing new methods and forms of work that will, on the one hand, ensure the early return of children and adolescents with emotional and behavioural disorders from the institution to the home environment, to autonomous living, or, when this is not possible due to various family circumstances or the child’s or adolescent’s problems, into one of the independent housing units functioning within the educational institution. The treatment is tailored to their needs with parents/carers being involved as much as possible. On the other hand, we are developing preventive programmes to minimize the cases of placement into the institution in the future.

The concept of the Planina Professional Centre is based on treatment in several phases and the following programmes were developed:

Mobile service Help provided to a family at home with a strong preventive orientation and with a view to prevent institutional placement, as well as other forms of mobile help at home.

- Counselling-Therapeutic and Education Centre offers counselling, psycho-therapeutic treatments, marriage and family therapies, social-pedagogical work in the field of emotional and behavioural disorders and other specific disorders, education for the interested professional and lay public. All these methods of work are intended for internal and external users.

Intensive deinstitutionalized treatment is provided by appropriately qualified staff and additional professional staff members where an individual’s needs are in the centre of our attention. This kind of treatment enables in-depth individual work since the programme is designed individually to match the child/adolescent.

Deinstitutionalized processes and a changed content of the housing units, forming therapeutic-artistic, craft and sports groups, with the emphasis on maintaining individual's strengths, which is the basic starting point of the treatment in order to develop individual’s competences for autonomous living

- As a dislocated residential unit, the social pedagogical farm includes the methods of intensive work in an innovative way in direct contact with nature, the involvement of man in the life cycle of nature and the constant care for living beings. The farm work program focuses on learning farming, working discipline, perseverance, learning of technical and household work. It also emphasizes the development of social and personal competences for autonomous living.

Youth housing accommodation as a transitional form of living represents the last step on the path to autonomous life. It targets adolescents who do not have the possibility of staying in their home environment. With the mentorship of professionals, the ultimate goal is to complete schooling, find employment and start autonomous life.
